Coverage is incomplete by construction Program records were destroyed in 1973. This index is a seed set, not a bibliography, and the gap it cannot cover is a documented historical fact rather than an oversight. Read research interest as research interest; a proposal is not proof of execution, and execution is not proof of effect.

1973

Records destroyed

RECORD · HOUSE-OVERSIGHT-2026-HEARING

Source hierarchy Primary agency records and official hearing transcripts outrank official summaries, which outrank secondary characterization. A committee's description of testimony is never treated as the testimony itself, and no tier is permitted to silently substitute for a higher one.
